[Unresolved] Level 220

In the help section (Topic:"Level 218"), I have told Clarance that I always started the 220 with 65%, and always got 100%.
So, Is there anyone who knows the reason that why I am always starting level 220 with 65%??? It's really AN ERROR!
(Clarence said I need to buy lottery at once and that is a mystery, ehh.... the creator doesn't know about that neither... )
