I looked up the term 'panhandler', and it is basically someone begging? If so, that's awful. How can you punish someone for an act of kindness like that?

Why is it even possible that a cop poses as a panhandler and then arrests someone? Over here it's called "uitlokking", which basically means that someone is allured to do something illegal, where the cop is the "allurer". It's illegal, they wouldn't stand a chance in court.
