We are thinking of getting one of these:

They work with the Kodi webbrowser. All reviews are about how it plays movies and series and such (what we primarily want it for) but what I can't find is: can I just surf the WWW? Would it be possible for example to visit the NELG forum or Facebook? Or search Wikipedia.

Did a little research. It looks like a box that runs off of Android, and it looks like it does include a Chrome app, which would be Internet.
It actually looks like it's an Android box that has a bunch of apps pre-installed (one of which being Kodi)
On a side note, I watched an unboxing video for this that made me cringe, he had the middle priced M85 version.

From what I seen in a few videos I watched, it had the Chrome app icon, but none of them actually opened it, so...

I run a Plex Media Server off of my desktop.
I can watch videos from my desktop on my laptop, phone, xbox

I got it set up for the TV and got the app but can't get the app to work or figure out what add-ons I need etc

Plex? Or Kodi?
For Plex, you need a plex server running, which would be on a computer or something.
The app on the TV would then connect to the server on the computer to stream it to your tv
