penalties

I understand that financial penalties are used as a deterrent to people to encourage them to pay their bills on time. However, I have recently been penalized in triplicate:

My property was recently assessed at 150% of its actual value, and taxes are based on this assessment.

I tried to pay them in person, but they don't accept credit cards.

Tried to come back later, but they were closed. (They are often closed.)

Came back again, to discover that I was now late, thus a penalty was assessed against me, and they are closed.

Finally came in to pay, on a day they were open, and now they have turned my bill over to a collection agency, which will assess a penalty.

I don't know about you guys, but spending money on nothing is close to my least favorite thing to do.
