Can one "kill" electricity with a counter charge? I mean, if the electricity is positive and a negative charge is added (or vice versa) , what would happen?

How about a lightning rod? Some type of ground that would neutralize the charge?
As far as the portal goes, where does he send things that pass through him? Depending on that, you could get a piece of rope and send one end through, then tie it to itself so it is a continuous loop being teleported forever. That should deplete his (its) strength.

I like the rope idea!!
As for the portal I think it can make portals to anywhere like when it teleported Tee 4000 miles away.
