Does it have to be plugged in all of the time when in use or does it have a battery to be charged? Is it a component of something (like a Wii remote, for example)? Is it Pokemon related?

Here's a long shot, but is it a GBA light or one of those connection blocks that came with Leaf Green and Fire Red? I think I'm overthinking this.
