Maybe it's because after reading it, it's still markes as unread, so people keep clicking it. At least on my computer. All global announcements do that.

I don't read through every forum. I just click on the 'View new posts' button, so it doesn't do that for me.

I have the opposite problem, actually. If I go into a forum or subforum that has other unread posts and I read those topics first, when I come back to the forum, the globals will be marked as read. Often times I forget they were originally marked as unread and will not see the new posts for days. So like today, I just now saw the posts from the 13th and 14th, and here it is the 15th.

I don't have this problem often but occasionally it comes up when there aren't new posts.
